Temperature issue

I have an ideal standard ctv exposed shower valve but it's hot all the time even when I select cold only, is this a thermostat issue

Strip out the temperature cartridge and make sure that the filters are clean, if they are then it is more than likely that you are going to need to replace the cartridge.
