won't turn off

the shower would not turn off, are new flow valves required

It could be the clutches in the gear assembly that isslipping and not turning the flow valves off.

 

However the more likely fault is that the flow valves havebecome sticky and the gears will not turn them, so you are correct start withthe new flow valves.
