Aquatronic 4 has low heat but elements ok

My 9.5k shower recently stopped producing useably hot water on the high heat setting. The knob has to be turned nearly fully clockwise to get a decent temperature, but of course with a corresponding loss in shower head pressure.



Both heater elements show 12 ohms with a multimeter, so what do I check next, and how do I do it?

I would check the inlets, hose and head  for blockages and if these are clear then,
forgetting about the temperature turn the shower from fully hot to fully cold at fully hot you should have not much more than a dribble coming from the hose and on fully cold you should have a good strong flow, if you do not have this difference then you may have a faulty flow/stabilizer valve
