Triton AS2000X cold water

Since day one (some years ago) the temperature can only be controlled by limiting the flow of the cold water into the shower by external means. Allowing full flow results in a cool shower. Filters clean. As stated this is from day one.

There could be a couple of reasons for this. The temperature valve could be faulty, the knob was not set correctly, or there is not enough hot water to the shower.
