Shower not getting hot

As with a previous question the shower isn't getting hot (just tepid). The TCO and element test fine. I don't see any micro switch other than on the PCB, do I assume I need this part to remedy the fault?

You need to check if you have power to both elements, if you have power to only one then it is almost certainly the PCB.(This check has to be done live if you are not sure about this then now is the time to call in a professional)

If you have power to both and you have resistance from the elements then it has to heat up, perhaps you need to double check your resistance check.
