Heat switches off, but not flow.

When the stop button is pressed, the shower goes cold and the power light goes out, but the shower continues to run cold. Isolating mains power to the unit stops the water flow.

If it is the solenoid, why is it that the flow stops when the mains power is isolated? After pressing stop I get cold water, then if I isolate the power there the flow stops.
