This question is regarding Triton Can Assembly 7 Kw - 84500020

Triton Can Assembly 7 Kw or TCO circuit

My aquatronic running hot water on extreme hot setting from - 8 - 9 but with low water pressure and its used to runs hot water starting from 3-4-5 usually. Is it a fault of can asembley heat TCO circuit with Triton Outlet Pipe??? I had checked with multi meter it gives continious buzz sound when connect two terminal of TCO. please advice.
