Water too hot

Our Triton Rapide 4+ get too hot, even with 1 heater element on and the setting set to the coolest possible

I appreciate this might be flow, but, why do the thermostats operate?

The thermostats operate at a set temperature, usually around 57ºC as shown on your TCO, to cut power to either one or both of the elements. But you can set your shower to the cold setting where no power is going to the elements.
