This will involve some live checks so if you are feeling uncomfortable now is the time to call in a shower engineer or an electrician.
Do you have 220-240v at the terminal block?
If yes then try turning the shower on and checking the voltage again it should remain the same.
Switch the shower off but leave the power on, you should have voltage at both sides of the TCO.
Switch the shower back on and check that you have 240 going to the elements that points to a faulty PCB or a cover PCB .
if you havent found the fault by now get back to me with the resulkts of the above.
