This question is regarding Triton T30i Handwash Spray Nozzle Assembly (White) - 83302080

Washer/seal required

The water is spraying up through the spray head threaded fitting to the swivel arm. Is a washer/seal of some kind required? Also curious as to the purpose of the two collars/rings supplied with the replacement.

You will need to replace the nozzle

The taller ring is an adaptor and the smaller one is a blank ring so you can remove one of the spray rings on the nozzle and replace it with a blank ring.
