No hot water

Hi I have replaced the thermal cut out, but yet there is still no hot water. How do I test the elements with a multi-meter.

On top of the heating tank there are 4 connections , 2 will have red or brown wires connected and the other 2 will be connected to neutral simply check between each of the red or brown connections and neutral you should have a reading of 10 to 18ohms.
