Water Pouring out of Overflow

I have water pouring out of the overflow, so suspect the prd has gone, but i can not locate it. The unit is hid behind a cupboard and the outlet comes out of the adjoining wall. There is just a straight pipe connection from the unit and no prd and just a plastic outlet on the bulkhead end, no prd in sight. Could it be fitted in line or not have one at all, if not what else could causing the issue. The same overflow occurs with the hose and head off so i have ruled them out . I have the fear i will be removing walls and tiles to fix this.

It’s a safety device on the bottom of the heating tank.

It is fairly easy to replace however there is usually something that causes it to blow, often a kink in the hose or the showerhead is blocked, so check this before fitting the new PRD.
