Water dribbling out of shower head

When the shower is turned on the water starts to dribble very slowly out of the shower head. When the problem first started to happen, if the shower was left on for up to 3 minutes the water would run normally, now there is just a dribble. Changed the solenoid did not fix it. The shower is 10.5kw, 3 years old. Any suggestions
