Triton T80z

When I switch my shower on water is going to the shower head but is also gushing out through the pressure relief valve, does this mean that the valve needs replacing.

Yes,

I think the Pressure Relief Device (PRD) may have blown. 

It is fairly easy to replace however there is usually something that causes it to blow, often a kink in the hose or the shower head is blocked, so check this before fitting the new PRD.
