Constant scalding hot water

Hi folks, doesn't matter where the temp control valve is, max hot, or max cold, all I get is max hot! I've already replaced the override housing, as the limiter point had broken, so it now has a proper range of movement, and I dismantled the mixer to check that nothing had fractured or seized, and I replaced a worn seal.

Is this persistent high temp likely to be the thermostat, and if so, how do I know whether I need the Vado or the Cirrus? Or am I likely to need the full cartridge assembly? Grateful for your guidance!
