Shower temperature fluctuations

I have a combi boiler downstairs (brand new) and an upstairs bathroom. My shower (3/4 dual control thermostatic shower valve) is spasmodic to say the least. To get the boiler to 'fire' I can only turn the control from 6 o'clock around to 2 o'clock. This works most of the time but not always. If I turn it any further the boiler will not kick in at all. There are no issues what so ever with any other hot water taps in the house. Would a faulty thermostatic cartridge prevent the boiler from kicking in? Or is this a different issue altogether. Before I had the new boiler installed I had similar issues.

This best thing to do with these showers is to test the thermostat and if needs be fit a new number 1 "O" ring from the service kit before re greasing all the internals etc.
