Valve Query

I am trying to get my shower working as I believe it ought! I have previously asked a bout the temperature control knob, here is another query.

In the picture there is a valve above the dual control mixer that I believe will send water to either the shower head at the end of the flexible hose or to the fixed shower head which I located above when standing in the shower. This doesn't work properly in that you can use it to reduce one flow or the other but it will no turn off either flow fully. Am I correct in assuming this is what it should do? Is this a repairable unit? If not do you sell a replacement?
