Temperature and flow problems

The customer advised that the problem was the shower was too hot with no temperature control achievable so they had to turn the boiler down. I have replaced the cartridge and the temperature control is better but when the temperature is adjusted to a cooler setting the flow reduces and gradually stops even though the flow valve is fully open. Could this mean the flow control cartridge is faulty too? Many thanks for any advice/help.

Depending on the system, there maybe a problem with the non return valves/filters.
