pump motor starts when hot tap is turned on

When I turn the hot tap on and then turn it off in the kitchen or bathroom the pump motor start pulsates. If i then turn the tap on and then turn it off slowly it will stop the pump. The taps are not connected to the pump only the hot water cylinder. Does any one have any suggestion?

The hot taps and the pump are connected through the hot water cylinder. There must be a drain on the water at the pump when the taps are open that activates the pump.
The wrong type of valve at the cylinder may cause this or incorrect plumbing of the pump.
